And we have a candidate for that in the person of SP02 Ricardo Pascua, a QCPD police, who refused to give way despite being asked by a staff from Presidential Security Group (PSG) to move to a clear side.
President Aquino is on his way to La Mesa Dam Portal in Quezon City to preside the inauguration of the second phase of the Angat Water Utilization and Aqueduct Improvement Project when this happened.
